Andhra Pradesh Chief Minister N Chandrababu Naidu directed officials to complete utilisation of all unutilised funds by January 15, 2026. He was speaking at the two-day collectors’ conference which began in Amaravati on Tuesday.  

According to a presentation made by the officials on the Centrally Sponsored Schemes (CSS), Andhra Pradesh is implementing 75 CSS schemes with a total Government of India allocation of ₹15,173 crore and State’s contribution of ₹9,340 crore.

The State Government has adopted two fund flow mechanisms for CSS implementation.  Under the State Nodal Agency (SNA) system, districts maintain zero-balance subsidiary accounts linked to the main SNA account, with funds released only when required to avoid idle balances. 

Under the SPARSH system, the State’s matching contribution is provided directly. Currently, ₹6,910 crore has been released to SNA schemes and ₹7,883 crore is available for SPARSH schemes. Four major schemes require immediate attention, with over ₹1,000 crore of funds available to districts. These include Samagra Shiksha (₹1,363 crore, 92 per cent utilisation), PMAY Urban (₹1,268 crore, 38 per cent utilisation), Flexible Pool for Health System Strengthening (₹1,153 crore, 87 per cent utilisation), and Rashtriya Krishi Vikas Yojana (₹1,018 crore, 55 per cent utilisation). While districts like Palnadu, Visakhapatnam and Srikakulam had achieved over 99 percent utilisation under Samagra Shiksha, the PMAY Urban required urgent attention across most districts, according to a presentation made in the conference. 

Expressing concern over the under utilisation of CSS funds, the Chief Minister said: “On one side, we are suffering due to lack of money, and on the other, we are not able to spend CSS money properly. We must utilise this opportunity.” 

The Union Minister Dharmendra Pradhan has assured an additional allocation of ₹1,200 crore, and set a firm deadline of January 15 for spending the available PMAY Urban funds. “In the coming weeks, we’ll withdraw another ₹1,200 crore and further some more,” the Chief Minister stated, directing the Minister of Housing and Urban Affairs and all collectors to prioritise the task, according to a release.
