Often referred to as Trump’s ‘drone guy’ for his enthusiasm of latest war tech, Driscoll doesn’t have authoritative experience of dealing with either Russia or Ukraine. Despite this, Trump has tasked Driscoll to handle the Ukrainian side of the negotiations. According to the Associated Press, Driscoll this week held extensive talks with Russian and Ukrainian officials in Abu Dhabi, to discuss an emerging proposal to end the nearly four-year war.

General Who Is Dan Driscoll?
Driscoll rose from obscurity in December last year when Trump selected the then 38-year-old Iraq war veteran to serve as his secretary of the Army. In 2020, he ran unsuccessfully in the Republican primary for a North Carolina congressional seat, getting about 8% of the vote in a crowded field of candidates.
Since his graduation from Yale in 2014 and his tour in the Army, Driscoll worked at several investment banking and consulting firms in North Carolina.
According to the Army, Driscoll served as an armour officer from August 2007 to March 2011, deploying to Iraq from October 2009 to July 2010. He completed Army Ranger school, earning a Ranger tab. According to the Associated Press, he left the military service at the rank of first lieutenant and also graduated from the University of North Carolina at Chapel Hill.

But when Kiev raised concerns at some parts of a leaked 28-point peace plan, Driscoll made an unannounced visit to Ukraine along with top Pentagon officials, and met President Volodymyr Zelenskyy.
In Geneva, the frequency of Driscoll’s meetings with Ukrainian officials increased. According to the BBC, he helped draft a ‘peace framework’ along with Secretary of State Marco Rubio, Witkoff and Trump’s son-in-law Jared Kushner.
As things stand, Trump has tasked Witkoff to deal with the Russians while Driscoll handles the Ukrainians.

According to observers, it is his friendship with Vance, dating back to college days, that ensconced him in Trump’s inner circle. According to the BBC, Driscoll was on a family vacation in Switzerland when Vance called him in the summer of 2024 with the news that he was going to be Trump’s running mate, and invited his former collegemate to join the campaign.
“The next day, Driscoll flew back to the US, bought a suit at an outlet mall, and took an Uber to the Republican National Convention,” the BBC report said.
Driscoll’s appointment as Army Secretary was swift and later he also became a prominent figure in Trump’s National Guard deployment across major US cities.
According to The Guardian, Driscoll’s rise and unusual appointment as a key messenger for the Russia-Ukraine plan reflects Vance’s growing influence within the Trump administration, especially on foreign policy matters that were once the purview of seasoned diplomats.
Observers say Driscoll’s draft peace framework echoes Vance’s scepticism about indefinite Western support. From reducing troops to undercutting NATO ambitions, many of the plan’s early provisions aligned closely with Vance’s public ideas.

According to reports, Washington is abuzz with speculation that Driscoll could one day replace Pete Hegseth as the US Defense Secretary. A BBC report even quoted an unnamed former professor as saying that Driscoll always aimed “to serve in the military, go to law school and be in politics”.
