Kerala once again has emerged as a Top Achiever in the national Ease of Doing Business (EoDB) ratings for the year 2024, released under the Business Reforms Action Plan (BRAP) of the Department for Promotion of Industry and Internal Trade (DPIIT).
The State secured the Top Achiever position in the “Fast Movers” category, achieving an impressive 99.1 per cent reform implementation score, up from 91 per cent last year—a clear indicator of its sustained progress in improving governance and creating an efficient, transparent, and responsive business environment.
The recognition was announced at the Udyog Samagam 2025 held in New Delhi, where Union Minister of Commerce and Industry, Piyush Goyal, presented the award to Kerala’s Industries Minister, P. Rajeeve.
The EoDB evaluation gives 70 per cent weightage to investor feedback and 30 per cent to reform completion—proving that improvements are being felt directly by entrepreneurs and investors on the ground.
Kerala’s continued success is the outcome of coordinated efforts among multiple government departments and agencies (22), led by the Kerala State Industrial Development Corporation.
The improved rankings have strengthened Kerala’s position as a prime destination for technology-led and innovation-driven investments. The State’s policies are now seen as benchmarks for transparency, accountability, and the reduction of compliance burden, said a press release.
These ongoing efforts have improved the State’s overall investment climate, enhanced investor confidence, and created a model of inclusive industrial growth that benefits every segment of society—from multinational enterprises to local entrepreneurs.
