The second edition of the India, Australia, and Indonesia Trilateral Maritime Security Workshop (TMSW) took place from May 15 to 17, 2023, at INS Dronacharya in Kochi, India. This event brought together naval representatives from the three nations to address ongoing maritime security challenges and explore collaborative opportunities in the Indian Ocean Region (IOR). The theme of this workshop, “Indian Ocean Region: Collaborative Efforts to Enhance Regional Maritime Security,” was chosen to focus specifically on enhancing cooperation among the three countries amidst a rapidly evolving maritime landscape.
The workshop was organized under the auspices of the Headquarters Southern Naval Command and featured prominent officials, including Rear Admiral Nirbhay Bapna of the Indian Navy, Commodore Paul O’Grady from the Royal Australian Navy, and First Admiral Heri Triwibowo of the Indonesian Navy. Their participation underscored the strategic importance of collaboration in maritime security efforts.
Over the course of the three days, participants engaged in extensive discussions on various key aspects of maritime security. Notable topics included enhancing information exchange mechanisms through the Information Fusion Centre – Indian Ocean Region (IFC-IOR) to improve maritime data sharing, as well as strengthening Maritime Domain Awareness (MDA) to monitor regional activities comprehensively. The workshop also addressed non-traditional maritime threats, including piracy, smuggling, and human trafficking, alongside the importance of robust maritime law enforcement frameworks for effective governance.
Additionally, there was a focus on capacity building and capability enhancement, emphasizing the sharing of best practices and resources to develop stronger maritime forces among the three nations. The workshop underscored the necessity for interoperability, aiming to create protocols and conduct joint exercises that would improve the operational capabilities of the naval forces involved.
Key addresses from senior Indian naval officers, such as Rear Admiral Upal Kundu and Rear Admiral Susheel Menon, provided deeper insights into the strategic significance of the Indian Ocean and the collective need for cohesive maritime security. Their perspectives highlighted the urgency of sustained dialogue and collaborative frameworks among India, Australia, and Indonesia.
Complementing the discussions, delegates from the Australian and Indonesian navies had the opportunity to visit various Indian naval training facilities and the Cochin Shipyard Limited. These visits were crucial in showcasing India’s maritime capabilities and exploring further avenues for operational and technical cooperation.
The Trilateral Maritime Security Workshop reaffirmed the commitment of India, Australia, and Indonesia to strengthen maritime security in the IOR. By addressing existing challenges and identifying collaborative pathways, the workshop laid a solid foundation for enhancing cooperation among these maritime neighbors. The ongoing dialogue and collaboration are anticipated to play a pivotal role in ensuring peace, stability, and security in the Indian Ocean Region moving forward.
