With cross-party support, the bill — pushed by Scottish Green MSP Mark Ruskell — looks to make Scotland the latest country to take action against this gambling-driven sport.
The only greyhound track still in operation in Scotland was Thornton Stadium in Kirkcaldy, which shut down in March.
Since there is currently no licensed greyhound racing in Scotland, according to animal welfare data, the legislative push is both symbolic and preventive of the sport’s resurgence.
Animal Welfare at the Heart of the Debate
Agriculture Minister Jim Fairlie, in a letter to Scottish Green MSP Mark Ruskell, indicated the government backs the bill’s general principles, saying, “there are genuine risks associated with racing greyhounds around tracks of oval design and this is supported by evidence”.
According to data from 2023, there were 4,238 reported injuries, including severe fractures, and 109 greyhound deaths during races in the UK.
Only nine countries worldwide, including all four UK countries, still allow commercial greyhound racing, according to the RSPCA.
The Unbound the Greyhound coalition, consisting of nine animal welfare organisations, welcomed the government’s decision.
OneKind’s Eve Massie Bishop stated: “A nation that considers itself a leader in animal welfare must do better than to permit an industry that has cost the lives of 3,957 dogs since 2017”.
Ruskell, whose own pet dog is a rescued ex-racing greyhound, described the move as “a big step towards ensuring that we protect our greyhounds and halt this cruel gambling-led sport for good.”
Campaigners say formal legislation is essential to preventing the return of racing, while racing industry representatives argue the ban is unnecessary given the closure of tracks.
Now that the Scottish government has endorsed the bill, it will move forward through Parliament for additional discussion and revisions before a final vote.
