1) Given VI’s peculiar circumstances, gov’t is free to reconsider AGR issue if it so desires, as matter falls within its policy domain;

3) gov’t is free to consider reassessment of VI’s entire AGR liability
This should, now officially set ball rolling for likely gov’t relief + progress on VI’s debt raise + potential equity raise down the line
This also implies that there may not be similar AGR relief for Bharti.
